• Then Type the following code on your notepad 

• You can type your own message between [message=" your message..."],Now Save this File with the extension .vbs ,for example speak.vbs.
• Press Windows+R or Open Run from start then type shell:startup and click on OK Button.
• Just Copy the speak.vbs file from their location and Paste it to this location (startup folder).
• That's the last step Now Restart your Computer and see after booting you will listen welcome message.
